About Helen Toner

Rising Tide offers intermittent thoughts on navigating the transition to a world with extremely advanced AI systems.

In my real job I work on AI and national security policy at the Center for Security and Emerging Technology (CSET), a policy research organization at Georgetown University that I helped found in 2019. Before moving to DC I lived in Beijing for most of 2018, doing intensive language study and learning about the Chinese AI ecosystem. Before that, I worked as a senior research analyst at Open Philanthropy.

Past Work

Through the Chat Window and Into the Real World: Preparing for AI Agents (CSET)

AI Regulation’s Champions Can Seize Common Ground—or Be Swept Aside (Lawfare)

A three-part series of explainers on large language models (CSET)

How to govern AI — even if it's hard to predict (TED)

I've started this newsletter as an experiment where I'll think in public, share more speculative ideas, and write on topics that aren't squarely within CSET's focus on national security. I'll continue to publish rigorous, objective, carefully reviewed, high-quality work with CSET.
